Very few names in the history of U.S. crime-fighting can stir up such controversy amongst the US populace and beyond as the name J. Edgar Hoover does. Some see him as a godsend who helped to revolutionize the FBI into a modern crime-fighting agency with up-to-date policing technologies for improved evidence collection, forensic laboratories, centralized fingerprint filing, and more. On the other hand, his critics accuse him of abusing his power by violating individual First Amendment Rights, taking credit for other police agencies’ work by intruding the FBI into local and state cases
not involving them. They even go as far as to say that J. Edgar Hoover and the FBI conveniently avoided the pursuit of organized crime cases that
should involve the FBI, such as those cases involving The Mafia.
But how did this native from Washington D.C. grow to such formidable levels of power in the United States that even 8 presidents couldn’t fire him? They wouldn’t even dare do such a thing, lest he release all the information he had gathered about them during his leadership of the FBI and tarnish their reputations forever! The eight successive presidents simply had to sadly look from afar while J. Edgar Hoover had full control of the FBI until his passing at age 77. Then a law was enacted that limited the years of service of any head of the FBI to no more than 10 years.
John Edgar Hoover was born on January 1, 1895, to parents Dickerson Naylor Hoover and Anna Marie (née Scheitlin). When he completed Central High School, he began working at the Library of Congress as a messenger in the orders department. He also attended night classes at the Law School of Washington University in St. Louis. By 1916, J. Edgar Hoover had obtained his Bachelor of Laws degree and one year later, he had obtained his Masters from the same school.
By July 26, 1917, J. Edgar Hoover was fully employed to the Department of Justice and it took him no time to rise up the ranks there. In fact, he was named the Attorney General’s Assistant by November 1918, and by 1919, he was the head of the Department’s General Intelligence Division. By 1921, the Department’s General Intelligence Division was moved into the Bureau of Investigation and he was chosen as its Assistant Director. May 10, 1924 would prove to be a very momentous day for Mr. Hoover as it would be the day when Harlan Fiske Stone, the Attorney General at the time, appointed Mr. Hoover as the acting director of the Bureau of Investigation. Mr. Hoover was 29 years old at the time and how long do you think it took him to rise the ranks and
become its director? Well, if you said ‘
less than a year’, then you are absolutely correct!
He made a lot of radical changes to the Bureau of Investigations that would help to make the FBI an institute that commands both the fear and respect of countless individuals worldwide to this very day. Hoover fired many agents whom he thought were unqualified to do their jobs and he fired those whom he thought were political appointees, too. He also ordered physical testing, interviews, and background checks for new applicants to his Bureau and he revived many of the early policies of the Bureau, such as those requiring accounting and legal training. His predecessor, Warren G. Harding, had undergone a lot of criticism due to his myriad of scandals and the bureau had come into disrepute with him. Thus, J. Edgar Hoover sought to change that and bring back respect to the Bureau.
Under his leadership, the Federal Bureau of Investigations grew in both importance and responsibility, becoming an icon in American popular culture and also a vital part of the national government. J. Edgar Hoover established the FBI National Academy and a scientific crime detection lab, as well. He also created a fingerprint file which is still the largest one in the world to this day. He also provided forensic assistance and even training to many local and state law enforcement officials.
During the early 1930s, the exploits of gangsters in the US were receiving worldwide acclaim. So J. Edgar Hoover placed all of the FBI’s attention on tracking down many of the famed criminals, capturing them, and later publicizing the FBI’s successes in the media. Eventually, even President Franklin D. Roosevelt was impressed by the achievements of J. Edgar Hoover and the FBI. So in the late 1930s, he gave the FBI the peculiar task of investigating the activities of both fascists and communists alike and that of foreign espionage in the USA. He also took upon himself the added task of doing background checks on every single government employee to ensure that the government wasn’t being secretly infiltrated by foreign agents.
- Edgar Hoover had an indescribable animosity towards radicals of any kind, so he aggressively investigated them, too. These include Martin Luther King. Jr, the Ku Klux Klan, and many others. He tapped their phones, listened in on their conversations and had his FBI agents track their every move. Interestingly, J. Edgar Hoover completely avoided members of the Mafia- a well-known criminal gang with branches all over the country. Many surmise that it was because the gang had compromising information about him that he didn’t want exposed.
Perhaps the most awe-inspiring reason for which J. Edgar Hoover was feared by officials near and far was the fact that he had power over the US politicians. He used the FBI’s information-gathering and surveillance powers to collect information on politicians throughout the US that would absolutely destroy their careers. He kept the most scurrilous information on these politicians under his own personal control and used it as a means of blackmail to ensure he remained the FBI’s director until the day of his death! Even sitting presidents had to yield to his threats and demands out of fear of the damaging disclosures J. Edgar Hoover had about them. Therefore, he served as the FBI’s chief for 48 years, under 18 attorney generals and 8 presidents until his death at age 77.
